Shtil'-1 is a Russian space launch vehicle derived from the RSM-54 Sineva submarine-launched ballistic missile (SLBM), developed and operated by the Makeyev Rocket Design Bureau (also known as the State Rocket Centre Makeyev, or GRTs Makeyev) based in Miass, Russia. It represents a notable example of missile-to-launch-vehicle conversion, adapting a Cold War-era naval weapon system for peaceful orbital delivery of small satellites.

Origins and Design

The vehicle belongs to a broader family of repurposed Russian SLBMs that emerged in the post-Soviet era, when defense enterprises sought to sustain themselves by offering surplus or decommissioned military hardware for commercial and scientific space launches. Shtil'-1 retains the compact, robust form factor of its SLBM heritage, standing 14.8 meters tall with a diameter of 1.9 meters. These dimensions reflect its origins as a weapon system designed to fit within the launch tubes of Russian ballistic missile submarines, chiefly those of the Project 667BDRM *Delfin* (NATO: Delta IV) class.

Launches are conducted directly from submerged submarines operating in Russian waters, making Shtil'-1 one of the very few orbital launch vehicles in history to lift off from beneath the ocean surface. This unconventional launch mode eliminates the need for a dedicated ground-based launch pad, though it also constrains payload accommodation and mission planning considerably. The vehicle is capable of delivering up to 430 kg to low Earth orbit, placing it firmly in the small-lift category and making it most suitable for lightweight scientific and experimental satellites.

Flight History

Our records document two tracked flights, both conducted successfully, spanning an operational period from 1998 to 2006. This modest launch cadence reflects the vehicle's niche role rather than any reliability concern — both missions ended in mission success.

The first tracked mission, Shtil'-1 | Tubsat-N & N1, carried a pair of small satellites developed in cooperation with the Technical University of Berlin, demonstrating the vehicle's potential for international scientific partnerships. The second tracked mission, Shtil'-1 | COMPASS-2, delivered a Russian scientific microsatellite focused on studying the near-Earth space environment and phenomena associated with seismic activity.

Legacy and Significance

Shtil'-1 occupies a distinctive place in spaceflight history as a demonstration that submarine-launched ballistic missiles could be practically repurposed for orbital missions. The Makeyev Rocket Design Bureau, historically one of the Soviet Union's foremost developers of sea-based strategic missiles, positioned Shtil'-1 as a low-cost avenue for deploying small payloads without the infrastructure overhead of a conventional launch site.

While the vehicle never achieved high flight rates or broad commercial adoption, its successful missions proved the technical viability of the submarine-launch approach for orbital delivery.
